Congressional Republicans Back Trump's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the longest closure of the US government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another senator reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for Medicare for All."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a handful of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover patients with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
